    A comparable flood study completed outside the Resilient NY program should include HEC-RAS hydraulic modeling or comparable hydraulic analysis. This hydraulic analysis should evaluate the effectiveness of the proposed flood mitigation project(s) in reducing water surface elevations. A comparable flood study should include specific information on the conceptual/preliminary design of the project, such as dimensions of a floodplain restoration project or proposed culvert dimensions, including the hydraulic capacity of the proposed structure. A comparable flood study should include an updated hydrologic analysis, including updated flow data using recent stream gauging information where applicable or utilizing updated regional regression equations.
