Failure to adequately justify direct project costs will render costs ineligible. Ineligible costs will be eliminated from the total project costs in the grant application.

If your project is selected for an award, you will be required to comply with all the contractual requirements, including demonstrating that a good faith effort is made to meet the goals for certified MWBE firms participation as stated in your contract and in accordance with Article 15-A. If an applicant chooses to move forward with a project prior to any award announcement, they are responsible for meeting M/WBE requirements established by the State of New York. What is a comparable flood study?
A comparable flood study completed outside the Resilient NY program should include HEC-RAS hydraulic modeling or comparable hydraulic analysis. This hydraulic analysis should evaluate the effectiveness of the proposed flood mitigation project(s) in reducing water surface elevations. A comparable flood study should include specific information on the conceptual/preliminary design of the project, such as dimensions of a floodplain restoration project or proposed culvert dimensions, including the hydraulic capacity of the proposed structure. A comparable flood study should include an updated hydrologic analysis, including updated flow data using recent stream gauging information where applicable or utilizing updated regional regression equations. Anticipated future flows, storm surges and/or sea level rise anticipated from climate change should also be incorporated into this analysis. A NYS licensed professional engineer must prepare the study and have been completed in the last 15 years.
