Eligible Applicants for Coastal Rehabilitation and Resilience: Municipalities as defined by the Bond Act legislation, Chapter 43-B, Article 58, Section 58-0101, Not-for-Profit 501(c)3, Soil and Water Conservation District or New York State entity with a project(s) located within the New York State Coastal area or located within the NYS Coastal Nonpoint Source boundary. See link in question help to determine if you are eligible for this program.
Eligible Applicants for Inland Flooding and LWRP: A village, town, or city, located along the State's coast or a designated inland waterway, or a county with the written consent and acting on behalf of one of more village, town, or city, located along the State's coast or a designated inland waterway with a complete or substantially complete LWRP or LWRP component.
Costs must be adequately justified and directly support the scope of work outlined in the application for the proposed project. Proposed total project costs, including match components, must be essential to project completion. Applicants must identify the amount, type and source of eligible local match, and demonstrate that it has been secured; failure to do so may result in a reduced award amount for qualifying applications.
Failure to adequately justify direct project costs will render costs ineligible. Ineligible costs will be eliminated from the total project costs in the grant application.

For all projects the applicant must identify the current legal owner(s) for all properties where improvements will be implemented and must provide proof with the application that all final design and/or construction work will be performed on public property or where a permanent public interest, such as an easement (e.g. public access, conservation) has been established prior to contract execution.

Submitted NYS DOS Bond Act Budget Summary & Detail sheet should contain only costs relevant to the project work being submitted to NYS DOS under the Community Resilience and Flood Risk Reduction Grants Program. If your project is selected for an award, you will be required to comply with all the contractual requirements, including demonstrating that a good faith effort is made to meet the goals for certified MWBE firms participation as stated in your contract and in accordance with Article 15-A. This attachment is only required for applications submitted by a County who will execute a contract with DOS if the project application is funded.

Coastal Erosion Hazard Areas: NYS has identified coastal areas along the shorelines of Lakes Erie and Ontario, the entire coastline of Long Island, and the Atlantic Ocean coastline of New York City which are at risk to coastal erosion from natural and human activities. To determine if your proposed project is located within a CEHA, refer to maps issued by NYS DEC available at: https://www.dec.ny.gov/fs/projects/coastal/. Currently available CEHA maps only cover the following counties: Cayuga, Chautauqua, Erie, Jefferson, Monroe, Nassau, New York City, Niagara, Orleans, Oswego, Suffolk, Wayne, Westchester.
Applicants should be aware that certain activities and development are regulated in CEHA areas through the CEHA permit program. Under this program, NYS DEC or CEHA certified communities consider approval of regulated activities or land disturbance to properties within CEHAs.
