Comment Sought on New Electric & Gas Rates for Con Edison Customers

Second Set of Public Hearings Convened to Receive Public Input on Proposed Rate Increase

ALBANYThe New York State Public Service Commission (Commission) today announced it would hold public statement hearings in Yonkers and Manhattan to receive comments on changes proposed by Consolidated Edison Company of New York, Inc. (Con Edison) to its electric and gas delivery rates and practices. On January 31, 2019, Con Edison requested that the Commission approve proposed increases in its electric and gas delivery service rates intended to take effect on January 1, 2020.

On October 18, 2019, several parties, including Department of Public Service staff, Con Edison, New York City, along with environmental, low-income and consumer advocates, entered into a joint proposal that would establish new rate plans for Con Edison’s electric and gas delivery services for three years beginning January 1, 2020, through December 31, 2022.

This is the second set of public statement hearings held by the Commission on this topic. Four hearings were held in June in Manhattan and Yonkers to give the opportunity for comment on the Company’s original rate proposal. The December 11 hearings will provide the public with the opportunity to comment on the joint proposal.

Under New York State Law, the Commission may adopt, reject, or modify, in whole or in part, the recommendations in the joint proposal. Administrative Law Judges (ALJs) will preside over the public statement hearings, the gathering of public comments, the evidentiary hearing, and all evidence relating to the proposal.

The joint proposal proposes to increase the company's annual electric delivery revenues by approximately $113.3 million in Rate Year 1, $370.3 million in Rate Year 2 and $326.4 million in Rate Year 3. If the Commission approves the rate increases recommended in the joint proposal, the electric delivery revenue increase would result in an average monthly total bill increase of 4.2 percent in Rate Year 1, 4.7 percent in Rate Year 2 and 4 percent in Rate Year 3 for a residential customer using 600 kWh per month.

The joint proposal also recommends levelized increases of Con Edison’s annual gas delivery revenues by approximately $47.2 million in Rate Year 1, $176.3 million in Rate Year 2 and $170.4 million in Rate Year 3. The recommended gas delivery revenue increase contained in the joint proposal would result in an average monthly total bill increase of 7.5 percent in Rate Year 1, 8.8 percent in Rate Year 2 and 7.2 percent in Rate Year 3 for a residential heating customer using 100 therms per month.

At the public statement hearings, those wishing to comment on the joint proposal will have an opportunity to make a statement on the record. It is not necessary to make an appointment in advance in order to speak at the hearing. Persons wishing to comment will be asked to complete a card requesting time to speak when they arrive at the hearing and then will be called in the order in which the cards are received. Speakers may, but are not required to, provide written copies of their comments. Each public statement hearing will be held open for a minimum of one-half hour and will be kept open until everyone wishing to speak has been heard or other reasonable arrangements have been made to submit comments. A verbatim transcript of the hearings will be made for inclusion in the record.

Comments submitted via these alternative means are requested by December 20, 2019, although comments will be accepted throughout these proceedings. Written comments received by the Department will become part of the record considered by the Commission.
