Canisteo Wind Energy Transmission Line Public Statement Hearings Scheduled

Transmission Line and Associated Facilities to Connect Proposed 290.7 MW Canisteo Wind Farm to NYSEG Substation

ALBANYThe New York State Public Service Commission (Commission) today announced it would hold public statement hearings in the Village of Canisteo (Steuben County) to receive comments related to Canisteo Wind Energy LLC’s (Canisteo Wind) proposal to construct and operate a transmission line in Steuben County.

The transmission line would connect the proposed 290.7 MW Canisteo Wind Farm, located in the Towns of Cameron, Canisteo, Jasper, Greenwood, Troupsburg and West Union, Steuben County, to the existing New York State Electric and Gas (NYSEG) substation.

The proposed 115-kV electric transmission line is approximately 15 miles in length and will run from the proposed 34.5/115 kilovolt (kV) collection substation in the Town of Jasper to the point of interconnection switchyard, where the facility will connect with the NYSEG substation on Route 36 in the Town of Hornellsville, Steuben County. The Canisteo Wind Farm is being separately reviewed by the New York State Board on Electric Generation Siting and the Environment.

At the informational forums, the Department of Public Service staff will provide an overview of the Article VII certification process for the proposed project. Canisteo Wind will then present a brief summary of the proposed project and will have maps of the proposed project area available for public viewing. Members of the public will then have an opportunity to pose questions about the process and the Article VII application pending before the Commission.

Those wishing to comment on the proposed transmission line will have the opportunity to make a statement on the record at the public statement hearings following the informational sessions. It is not necessary to make an appointment in advance or to present written material in order to speak at the hearings. Persons will be called to speak after completing a request card.

Each public statement hearing will be held open for a minimum of one hour and will be kept open until everyone wishing to speak has been heard or other reasonable arrangements have been made to include their comments in the record. Reasonable time limits may be set for each speaker as necessary to afford all attendees with the opportunity to be heard. It is recommended that lengthy comments be submitted in writing and summarized for oral presentation. A verbatim transcript of the hearing will be made for inclusion in the record of this case.

The application for the proposed transmission project may be reviewed online at the Department’s web page (http://www.dps.ny.gov), by clicking the “Search” link on the upper center area of the page, then using the “Search by Case Number” feature, to search for case “19-T-0041.” The application materials are located under the tab “Filed Documents.”
