New York State Siting Board to Meet

Siting Board to Consider Bluestone Wind’s Application to Build and Operate a 124 MW Wind Farm in the Towns of Windsor and Sanford, Broome County

ALBANY — The New York State Board on Electric Generation Siting and the Environment (Siting Board) will meet on Monday, December 16, 2019, at 10:00 a.m. to consider Bluestone Wind LLC’s (Bluestone Wind) application for a Certificate of Environmental Compatibility and Public Need to build and operate a proposed wind facility of up to 124 megawatts (MW) in the Towns of Windsor and Sanford, Broome County.

Bluestone Wind is a wholly-owned subsidiary of the Calpine Corporation. Specifically, Bluestone Wind has applied to build and operate up to 27 wind turbines with a generating capacity of up to 124- MW, together with associated collection lines (below grade and overhead), access roads, meteorological towers, and an operation and maintenance (O&M) building. To deliver electricity to the New York State power grid, Bluestone Wind proposes to construct a collection substation, a 115-kV electrical transmission line approximately 4 miles in length, and a point of interconnect substation, which will interconnect with NYSEG’s existing Afton to Stilesville 115 kV transmission line, in the Town of Sanford.

Members of the Siting Board will meet in the 19th Floor Board Room of the Department’s Albany office, located at Three Empire State Plaza, Albany, New York, and Video Conference Room C on the 4th floor of the Department’s New York City office, located at 90 Church Street, New York, New York.

The meeting will be video-conferenced between the Board Room and Video Conference Room C and webcast live on the internet. The webcast is for viewing and listening purposes only and may be accessed by going to http://www.dps.ny.gov/Webcasts.html.

Instructions to Attend Meeting in Person

All members of the public are invited to attend in person. Individuals wishing to attend the meeting in Albany, may do so in the Board Room on the 19th floor of the Public Service Commission’s offices at Three Empire State Plaza, Albany.

Individuals in New York City wishing to attend the meeting may do so in Video-Conference Room C on the 4th floor of the Public Service Commission’s office at 90 Church Street, New York City.

Please be prepared to show identification to be admitted to the Albany or New York City offices.

The Internet webcast can be viewed by accessing http://www.dps.ny.gov/Webcasts.html. If you experience problems viewing the live webcast, you may view it at a later time by accessing an archived copy of the webcast. Archives are available on the Department of Public Service’s Web site within two business days after the meeting.

It also may be accessed by visiting the Department of Public Service website, www.dps.ny.gov, then clicking the “Search” link on the upper center area of the page, then using the “Search by Case Number” feature, to search for Case 16-F-0559. The application materials may be located under the tab “Filed Documents.” The application is also available for review at local public libraries in the project area and upon request to Bluestone Wind.
