Eight Point Wind Transmission Project Public Statement Hearings Scheduled

115 kV Transmission Line Proposed from Town of Greenwood to Town of Hornellsville in Steuben County

ALBANYThe New York State Public Service Commission (Commission) today announced it will hold public statement hearings in the City of Hornell, to receive comments on Eight Point Wind, LLC’s (Eight Point) proposal to construct and operate a new overhead transmission line (the project). The proposed project would include construction of a 115 kilovolt (kV) transmission line beginning in the Town of Greenwood, Steuben County, and traveling approximately 16.5-miles to an existing 115 kV substation located in Hornellsville, Steuben County, New York.

On March 29, 2018, pursuant to Article VII of the Public Service Law, Eight Point filed a petition with the Commission for a Certificate of Environmental Compatibility and Public Need, to construct and operate an electric transmission line. The project would begin at a new, proposed collection substation in Greenwood and would travel approximately 16.5 miles to an interconnect with the facilities located in New York State Electric and Gas Corporation’s (NYSEG) existing 115 kV Bennett substation in Hornellsville. The project, as proposed, would require installation of steel monopoles, steel 3-pole structures, wood H-frame, and wood 3-pole structures at 143 locations along the route. The new collection substation in Greenwood is being proposed in a separate proceeding (Case 16-F-0062) and would have to be approved by the New York State Board on Electric Generation Siting and the Environment (Siting Board).

During the information forums, maps will be available for review, New York State Department of Public Service Staff representatives will give a brief presentation on the review process in this case, and Eight Point Wind’s representatives will be available to answer questions about its proposal. The public is welcome to stop in at any time during the information forums to review information and ask questions.

Each information forum will be followed by a public statement hearing where all those wishing to comment on Eight Point Wind’s transmission line proposal will have an opportunity to make a statement on the record before an Administrative Law Judge.
