State Announces Construction Underway on $48 Million Supportive and Affordable Housing Development in the Bronx

New York State Homes and Community Renewal, the Office of Temporary and Disability Assistance, and Office of Mental Health announced the start of construction on a $47.9 million supportive and affordable housing complex in the Bronx. The seven-story 3500 Park Avenue Apartments will include 115 apartments, including 69 with supportive services funded through the Governor’s Empire State Supportive Housing Initiative for individuals who have experienced homelessness, including veterans and older adults.

Developed by The Bridge, the 3500 Park Avenue will provide supportive service to 23 apartments designated for homeless frail or disabled senior citizens, 23 for homeless veterans with disabilities and 23 for chronically homeless adults with mental illnesses. The remaining affordable apartments will be for low-income families and seniors from the community.

The building includes a multi-purpose room with a warming kitchen, a laundry room, computer lab, a playroom and outdoor recreational space with access to a community garden and a walking path.

This development complements Governor Cuomo's $20 billion, five-year housing plan, which makes housing accessible and combats homelessness by building and preserving more than 100,000 affordable homes, including 6,000 units of supportive housing. The plan is a comprehensive approach to statewide housing issues and includes multi-family and single-family housing, community development, and rent stabilization.

New York Homes and Community Renewal financed the project with $6.5 million in tax-exempt bonds, $7 million through its New York City 100 percent affordable program, and an allocation of federal low-income housing tax credits that will generate $17.7 million for the development. The New York State Office of Temporary and Disability Assistance’s Homeless Housing and Assistance Program provided $6.5 million in funding. Additionally, the New York State Office of Mental Health is providing funding for services and rent subsidies for the 69 supportive housing units through the New York State Empire State Supportive Housing Initiative. The New York City Department of Housing Preservation and Development provided $7.4 million in financing.

Homes and Community Renewal Commissioner RuthAnne Visnauskas said, “3500 Park Avenue Apartments will provide much-needed supportive housing in the Bronx while furthering Governor Cuomo’s fight against homelessness in New York State.  This development will allow over 115 residents, including veterans, older adults and those with a mental illness, to live productive lives in the community they call home. With this development, we are building a better Bronx for all.”

Office of Temporary and Disability Assistance Commissioner Samuel D. Roberts said, “This development provides housing and support services to some of the Bronx’s most vulnerable residents, furthering the Governor’s efforts to tackle homelessness. We are pleased to once again be working with The Bridge, and our fellow state and local partners on such an important project.”

Office of Mental Health Commissioner Dr. Ann Sullivan said, “The 69 supportive housing units that will be included at 3500 Park Avenue Apartments will enable people with mental illness to live and thrive in their communities.  Once again, Governor Cuomo’s Empire State Supportive Housing Initiative is providing stable housing with services that will yield better health outcomes at lower costs, and allow more vulnerable New Yorkers to become valuable contributors to their communities.”
