Siting Board Approves Amendments Related to Cassadaga Wind Project

Siting Board Relocates Interconnecting Substation to Better Accommodate the Wind Farm’s Electricity Production

ALBANY — The New York State Board on Electric Generation Siting and the Environment (Siting Board) today granted approval to Cassadaga Wind LLC’s request for an amendment to its operating certificate to change the location of its interconnecting substation.

On January 17, 2018, the Siting Board approved Cassadaga Wind’s request pursuant to Article 10 of the Public Service Law to develop the 126 MW wind project. The project consists of, among other things, up to 48 wind turbines and associated facilities in the Towns of Arkwright, Charlotte and Cherry Creek in Chautauqua County. Cassadaga Wind and other wind and solar projects currently under development are vital to meet the Climate Leadership and Community Protection Act’s (CLCPA) aggressive carbon reduction and clean energy targets.

On August 21, 2019, and on September 4, 2019, Cassadaga Wind petitioned the Siting Board seeking an amendment to change the location of the station. The new substation will result in reduced wetland impacts in comparison to other sites reviewed and presents the most feasible site given its proximity to the existing National Grid transmission line. That substation is where the project’s generated electricity would be delivered to the electric grid into facilities owned by National Grid. Cassadaga Wind’s requested changes are necessary to address National Grid’s interconnection requirements. National Grid supported the change.

To facilitate the interconnection of Cassadaga Wind’s electricity to the electric grid, the Siting Board today approved Cassadaga’s petitions. The Siting Board found that the environmental impacts associated with the proposed modifications to the project are avoided or minimized to the maximum extent practicable and that the project modifications comply with all applicable State environmental and public health and safety laws.

Today’s order may be accessed by visiting the Department of Public Service website, www.dps.ny.gov, then clicking the “Search” link on the upper center area of the page, then using the “Search by Case Number” feature, to search for Case 14-F-0490. The application materials may be located under the tab “Filed Documents.” The application is also available for review at local public libraries in the project area and upon request to Cassadaga Wind.
