State Parks Releases the Final Generic Environmental Impact Statement for the Hudson Highlands Fjord Trail

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP), serving as the lead agency for the State Environmental Quality Review Act, released the Final Generic Environmental Impact Statement (FGEIS) for the Hudson Highlands Fjord Trail. Copies of the FGEIS are available for review on the OPRHP website at parks.ny.gov/plans. Also available on the website is the 2020 Draft Master Plan. The 2020 Draft Master Plan and FGEIS can also be found at hhft.org/.

OPRHP received over 650 comment submissions, including both verbal testimonies at the public hearings and written comments during the public comment period from December 4, 2024, to March 4, 2025. Prior to OPRHP’s issuance of written findings, agencies and the public are afforded the opportunity to consider the FGEIS for not less than 10 calendar days.

Hudson Highlands Fjord Trail, Inc. proposes to build a 7.5-mile long publicly accessible linear park that is shared-use – pedestrian and bicycle (non-motorized). The linear park would run along the eastern shore of the Hudson River between the City of Beacon in Dutchess County to the north and the Village of Cold Spring in Putnam County to the south. The Fjord Trail would be partially within the Hudson Highlands State Park Preserve, which is owned and managed by OPRHP, and would extend through other public and private lands.
