Comment Sought Regarding PSEG LI’s Utility 2.0 Update |

ALBANY —The New York State Department of Public Service (DPS) is seeking public comment on PSEG Long Island’s (PSEG LI) Utility 2.0 Long Range Plan Annual Update, which includes its Energy Efficiency and Demand Response (EEDR) Plan. The Department’s review will reflect its prior recommendations supporting New York State’s nation-leading plan for resilient, affordable and cleaner energy under the Climate Leadership and Community Protection Act (CLCPA) to ensure that Long Island electric customers receive safe, clean, and adequate electric service at just and reasonable rates.
On July 1, 2021, in accordance with the Long Island Power Authority Reform Act, PSEG LI submitted its annual Utility 2.0 and EEDR Plans to the DPS for review and recommendation. The LIPA Reform Act (LRA), states the purpose of the Utility 2.0 plan is to implement energy efficiency measures, distributed generation, or advanced grid technology programs providing customers with tools to more efficiently and effectively manage their energy usage and utility bills, and improve system reliability and power quality. In accordance with the LRA, the Department will review and make formal recommendations to LIPA with respect to the plans. After failures of PSEG LI’s performance during Tropical Storm Isaias, LIPA recently renegotiated its service contract with PSEG LI to ensure improved customer service. The new agreement includes further oversight by DPS and rigorous annual performance goals.
A 60-day day public comment period for comments and reply comments has been established, after which, the Department will issue its recommendation. Interested parties are invited to submit comments on the plan by August 23, 2021. Reply comments are requested by September 7, 2021.
The plans may be viewed, printed or downloaded from the Department’s website at http://www.dps.ny.gov by searching for Matter Number 14-01299, or see the Utility 2.0 webpage of the DPS Long Island website. All comments filed with the Secretary will be posted to the Department’s website. Comments will become part of the record considered by the Department in its review and development of recommendations. Parties should submit comments electronically to the Secretary by e-filing through the Department’s Document and Matter Management System (DMM) or by e-mail to secretary@dps.ny.gov. Parties unable to file electronically may mail or deliver their comments to Hon. Michelle Phillips, Secretary, New York State Department of Public Service, Three Empire State Plaza, Albany, NY 12223-1350. Comments should refer to “Matter Number 14-01299 – PSEG-LI Utility 2.0 Long Range/EEDR Plan.”
