New York State Siting Board to Meet

Siting Board to Consider Petition for Rehearing of Number Three Wind’s Application to Build and Operate a Wind Farm in Lewis County

ALBANY — The New York State Board on Electric Generation Siting and the Environment (Siting Board) will meet on Thursday, February 13, 2020, at 9:30 a.m. to consider a petition for rehearing of the Board’s November 12, 2019 approval of Number Three Wind LLC’s (Number Three Wind) application for a Certificate of Environmental Compatibility and Public Need to build and operate a 105.8 megawatt (MW) wind facility in the Towns of Lowville and Harrisburg, Lewis County. In its certificate and order approving the large-scale wind facility, the Siting Board determined that the facility met the statutory requirements for certification under Article 10 of the Public Service Law (PSL). Number Three Wind seeks rehearing on a number of issues the Siting Board determined in the certificate.

Number Three Wind is a subsidiary of Invenergy, LLC (Invenergy) and applied to construct and operate the facility, which includes 31 wind turbines with a generating capacity of 105.8 megawatts, access roads, an electrical collection system, meteorological towers, an operation and maintenance building, and electrical interconnection facilities. The electrical interconnection facilities would include a project substation, a 115-kilovolt switchyard and a 115-kilovolt interconnection line approximately 4 miles in length that connects the substation to the switchyard and then to National Grid’s Lowville-Bremen transmission line.

The application for the proposed Project may be reviewed online at the Siting Board web page (http://www.dps.ny.gov/SitingBoard), by following the link to “Projects Under Review,” on the left side of the page. It also may be accessed by visiting the Department of Public Service website, www.dps.ny.gov, then clicking the “Search” link on the upper center area of the page, then using the “Search by Case Number” feature, to search for Case 16-F-0328. The application materials may be located under the tab “Filed Documents.” The application is also available for review at local public libraries in the project area, upon request to Number Three Wind, and on the Number Three Wind web site at www.Number3Wind.com.

Members of the Siting Board will meet in the Public Service Commission’s Board Room, 19th floor, 3 Empire State Plaza, Albany, New York, at 9:30 a.m., with video-conference connections to the Public Service Commission’s Video-Conference Room C, 4th floor, 90 Church St., New York, New York, and DEC’s Watertown regional Office, Room 504F, 5th floor, located at 317 Washington Street, Watertown, New York.

The meeting will be webcast live on the internet. The webcasting will be for viewing and listening purposes only. The Internet webcast can be viewed by accessing http://www.dps.ny.gov/Webcasts.html.

Instructions to Attend the Meeting in Person

All members of the public are invited to attend the Siting Board meeting in person. Individuals wishing to attend the meeting in Albany may do so in the Board Room on the 19th floor of the Public Service Commission’s offices at Three Empire State Plaza, Albany. Also, please note that access to the Department’s Albany office is from the Concourse level.

Individuals in New York City wishing to attend the meeting may do so in Video Conference Room C on the 4th floor of the Public Service Commission’s offices at 90 Church Street, New York City, and Room 504F on the 5th floor of the Department of Environmental Conservation’s office located at 317 Washington Street, Watertown, New York.

If you plan to attend in person, please be prepared to show valid photo identification at all locations.
