Yolanda Vega will present a ceremonial prize check to the Onondaga County Lottery player who won the first $1,000,000 prize on Jumbo Bucks, the new Lottery scratch-off game that launched in October.  The check presentation will take place at the store where the lucky 26-year-old purchased the winning ticket.
