Virtual Public Statement Hearing Set Regarding Proposed Transmission Line Rebuild |

ALBANY — The New York State Public Service Commission (Commission) will hold a virtual public statement hearing on Thursday, December 11, 2025, regarding an application filed by Niagara Mohawk Power Corporation d/b/a National Grid (National Grid) for a Certificate of Environmental Compatibility and Public Need (Certificate) pursuant to Article VII of the Public Service Law (PSL). On April 11, 2025, National Grid filed an application for a Certificate of Environmental Compatibility and Public Need pursuant to Article VII of the PSL seeking authorization for the proposed rebuild of approximately 13 miles of its existing 69 kilovolt (kV) Mortimer-Golah 109 transmission line (Line 109) and 115 kV Mortimer-Golah 110 transmission line from the Mortimer Substation in the Town of Brighton to the new Golah Substation in the Town of Rush. The project also includes constructing the new Golah Substation and decommissioning the existing Golah Substation in the Town of Rush, and upgrading Line 109 from 69 kV to 115 kV. The project is in the Towns of Brighton, Henrietta, and Rush in Monroe County. Full details of the proposed project are outlined in the application. Under New York State Law, the Commission may adopt or reject National Grid’s proposal, in whole or in part, or modify it. In doing so, the Commission will consider input from those participating in this proceeding and the public. Any person wishing to provide a public statement on the record during the virtual public statement hearing must register to do so by 4:30 p.m. on Tuesday, December 9, 2025, in accordance with the instructions set forth below. To register and provide a statement electronically: Participants who would like to provide a statement and will log in to the hearing electronically must register by the date and time indicated above by visiting https://dps.ny.gov/calendar, where they should (1) click on the “View DPS Calendar Listings” option, (2) scroll to and click on the National Grid Mortimer/Golah Article VII Public Statement Hearing on December 11, 2025, (3) click the “Register” button, and (4) provide all requested information. After registration is complete, registrants will receive a confirmation email with instructions on how to join the event. When logging in to participate in the hearing on the appropriate date and time, participants will be asked to “select audio system.” It is recommended that participants select “call me” or “call using computer.” The “call me” option will require participants to enter their phone number. To register and provide a statement by phone: Any participant who is not able to log in to the virtual hearing electronically may participate by phone. Call-in participants wishing to make a statement at the hearing must register to do so by the date and time indicated above by calling 1-800-342-3330, following the prompts to the appropriate hearing, and then providing their first name and last name, address, and phone number. On the date and time of the hearing, dial 1-929-251-9612 and enter the access code and phone-in password, listed above. To listen to the hearing without making a statement: Any interested person may listen to the hearing by calling 1-929-251-9612 and entering the access code and phone-in password listed above. All participants will be muted upon entry into the hearing. Each person who registered to speak will be called upon to make a statement. The ALJ will continue the hearing until everyone wishing to speak has been heard or other reasonable arrangements to submit comments have been made. Reasonable time limits may be set for each speaker as necessary to afford the speakers an opportunity to be heard. It is recommended that lengthy comments be submitted in writing and summarized for oral presentation. A verbatim transcript of the hearing will be made for inclusion in the record of this case. Comments should refer to “Case 25-T-0235” and must be received no later than January 12, 2026. Comments received after the deadline may not be considered by the Commission. Internet or Mail: Go to www.dps.ny.gov, click on “File Search” (located under the heading “Commission Files”), enter “25-T-0235” in the “Search by Case Number” box, and then click on “Post Comments” at the top of the page. Written comments submitted in accordance with this Notice will be posted on the Department’s website and may be accessed by searching the case number, as described above, and clicking on the “Public Comments” tab.
