Yolanda Vega will present a ceremonial prize check to Western New York’s newest Lottery millionaire. The Chautauqua County resident won $3,000,000 on a $3,000,000 in Benjamins scratch-off ticket. Vega was in Buffalo just last month to award James Helminiak his $1,000,000 he won on a New York Poker scratch-off ticket
