State Siting Board Agenda for Thursday, January 12, 2017 Meeting

ALBANY — The New York State Board on Electric Generation Siting and the Environment (Siting Board) will meet on Thursday, January 12, 2017 beginning at 1:00 p.m.  Members of the Siting Board will meet in the Public Service Commission’s Board Room, 19th floor, 3 Empire State Plaza, Albany, New York and in the Public Service Commission’s Board Room, 4th floor, 90 Church Street, New York City.  The meeting will be video-conferenced between the Board Rooms. In addition, the meeting will be webcast live on the Internet.  

 
The Agenda for the January 12, 2017 meeting includes the following item:
 
 
Case 15-F-0400       Petition of PSEG Power New York, Inc. for a Modification of its Certificate of                                                            Environmental Compatibility and Public Need for the Bethlehem Energy Center,                                                      dated February 28, 2002.
 
The Bethlehem Energy Center is located at 380 River Road in the Town of Bethlehem, New York. The certificate amendment is requested to allow for the replacement of certain components of the three combustion turbines at the Bethlehem Energy Center, and for certain changes to related software programs.
 
The upgrades are expected to allow the Bethlehem Energy Center to operate more efficiently, thus improving the facility’s heat rate (a measure of power plant efficiency) and reducing the amount of wear and tear on turbine components.  The petition states that since the equipment being replaced is a component of the combustion turbines themselves, the upgrades will result in very little, if any, impact on the environment or the surrounding community, and will not result in any increase in air emissions from the facility. 
 
Instructions to Attend Meeting in Person
 
All members of the public are invited to attend in person. Individuals in Albany wishing to attend the meeting may do so in the Board Room on the 19th floor of the Public Service Commission’s offices at Three Empire State Plaza, Albany.  Individuals in New York City wishing to attend the meeting may do so in the Board Room on the 4th floor of the Public Service Commission’s offices at 90 Church Street, New York City.  Pursuant to procedures established by the building management, anyone planning to attend in the New York City Board Room must notify Mr. Jan Goorsky at 212-417-2378, 48 hours in advance of the meeting, and must be prepared to show valid photo identification upon arrival at 90 Church Street.
