Virtual Public Statement Hearings and Comments Sought Regarding Corning Natural Gas Corporation’s Proposed Gas Delivery Rate Increase

 

ALBANY — The New York State Public Service Commission (Commission) will hold virtual public statement hearings on Wednesday, October 27, 2021, to receive public comments regarding Corning Natural Gas Corporation’s (Corning or the company) proposal to increase its annual gas delivery revenues for the rate years ending June 30, 2023, 2024, and 2025.
 
The company is requesting increases in annual gas delivery revenues of approximately $5.8 million (or 20.43 percent on an overall bill basis) in the 12 months ending June 30, 2023; $1,643,355 (or 4.85 percent) in the 12 months ending June 30, 2024; and $989,061 (or 2.78 percent) in the 12 months ending June 30, 2025. In the alternative, Corning states that it requests approval to increase rates, for three consecutive years, by a levelized amount of $3,591,855 (or 11.14 percent) each rate year, and to increase certain costs related to the previous rate year’s capital expenditures for the 12-month periods ending June 30, 2026, and June 30, 2027. On September 30, 2021, the company revised its proposed revenue increases for the rate years ending June 30, 2023, 2024, and 2025, to $6,583,958, $1,021,216, and $848,499, respectively.

Participants who would like to provide a statement on the record at the hearings must pre-register by 3:00 P.M. on Monday, October 25, 2021. Speakers will be called in the order in which they registered.
 
To register electronically: Participants who would like to provide a statement and will login to a hearing electronically should register to do so by visiting www.webex.com by the date and time indicated above, clicking “Join” at the top right-hand corner of the screen, entering the appropriate event number listed above, and providing the requested information.
 
When logging in to a hearing on the designated date and time, participants will be asked to “select audio system.” It is recommended that participants select either “call me” or “call using computer.”
 
To register by phone: Any participant who is not able to login to a hearing electronically may participate by phone. Call-in participants who would like to provide a statement must register to do so by the date and time indicated above by calling 1-800-342-3330, following the prompts to the appropriate hearing and then providing the following information: first and last name, address, and phone number.
 
On the appropriate date and time of the hearing, all call-in users should dial (518) 549-0500 and enter the relevant access code, listed above, to join the hearing.
 
All participants will be muted upon entry into the hearing. A time limit of three minutes will be set for each speaker. Lengthier comments will not be accepted at the hearings and instead should be submitted in writing. A transcript of the hearings will be included in the record of this case.
 
To listen to the hearings: Any person who would like to listen to the hearings without making a statement may access the hearings without pre-registering by calling (518) 549-0500 and entering the appropriate access code listed above.

Toll-Free Opinion Line: Individuals may choose to submit comments by calling the Commission’s Opinion Line at 1-800-335-2120. This line is set up to receive in-state calls 24 hours a day. These calls are not transcribed verbatim, but a summary is provided to the Commission. All comments should refer to “Case 21-G-0394.” Although comments will be accepted throughout the pendency of this case, to ensure timely consideration by the parties, comments are requested by January 31, 2022.
