Phelps Natural Gas Pipeline Project Public Statement Hearings Scheduled

Project to be built in the Towns of Phelps and Geneva, Ontario County

ALBANY — The New York State Public Service Commission (Commission) today announced comments are invited on a request by New York State Electric & Gas Corporation (NYSEG) to construct a gas transmission line in the Towns of Phelps and Geneva, in Ontario County, New York.

NYSEG requests that the Commission issue a Certificate of Environmental Compatibility and Public Need under Article VII, Section 121-a, of the Public Service Law authorizing the proposed Phelps Natural Gas Pipeline Project (project).  The project would include constructing an approximately 5-mile long, 12-inch diameter new pipeline and a new District Regulator Station (DRS).  The proposed pipeline would be certified with a maximum allowable pressure of 300 pounds per square inch (psig) but operate at a pressure of 220 psig.  It would commence at NYSEG’s Phelps Tap Regulator Station and terminate at the new DRS on Pre-Emption Street in the Town of Geneva.  The project would include the rebuild of the Phelps Tap Regulator Station and construction of other associated facilities.  Clearing of natural vegetation across a right-of-way (ROW) 60- to 80-feet wide and the acquisition of easement rights for construction, ROW access, and other project-related activities will be required.

During the scheduled informational forums, maps of the proposed route will be on display, NYSEG representatives will be available to answer questions about the project, and a representative from the New York State Department of Public Service staff will give a short presentation on the review process in this case.  The public is welcome to stop in at any time during the informal informational forums to review information and ask questions.

Each informational forum will be followed by a public statement hearing where those wishing to comment on NYSEG’s request will have an opportunity to make a statement on the record.  It is not necessary to make an appointment in advance, or present written material to speak at the hearing.  Persons will be called to speak after completing a request card.  Each public statement hearing will be held open for a minimum of one hour, and will be kept open until everyone wishing to speak has been heard or other reasonable arrangements have been made to include their comments in the record.  A verbatim transcript of each hearing will be made for inclusion in the record of this proceeding.
