NEW YORK DEPARTMENT OF STATE ANNOUNCES NEARLY $200,000 IN MATCHING FUNDS AWARDED TO CLINTON COUNTY THROUGH COUNTY-WIDE SHARED SERVICES INITIATIVE |

Five Communities Will Generate Efficiencies with Four Service Projects
Secretary Mosley: “Clinton County is bringing municipalities to the table to find shared services and efficiencies that translate into savings for taxpayers.”
The New York Department of State today announced that four County-led shared service projects have resulted in $194,695.96 in state match funding being distributed to five Clinton County municipalities through the New York’s County-Wide Shared Services Initiative (CWSSI). CWSSI incentivizes counties, cities, towns, and villages to partner on shared services and efficiency projects by providing a one-time state match of county and local government taxpayer savings achieved in the first year of project implementation. In addition to the first-year savings, the measure is expected to continue to save the participating local governments more money in future years.
“Clinton County is bringing municipalities to the table to find shared services and efficiencies that translate into savings for services offered to North Country families,” said Secretary of State Walter T. Mosley. “Our County-Wide Shared Services Initiative matches these savings, so taxpayers can benefit from both short- and long-term tax savings and from good governance.”
Through the County-Wide Shared Services Initiative, in 2023, Clinton County and five participating municipalities implemented four projects. Three of the projects included partnerships between the Town of Champlain, Village of Champlain and the Village of Rouses Point. They include:

These municipalities are setting a great example by working together to save their taxpayers money and improve internal operations to better serve their residents. Through these shared services projects, we are not only saving taxpayer dollars today but also ensuring that these savings will continue to benefit our communities for years to come. This funding demonstrates the power of local partnerships and highlights our commitment to making government work more efficiently for the residents of Clinton County.” About The County-Wide Shared Service Initiative Program The County-Wide Shared Service Initiative (CWSSI) program was enacted by the State Legislature at the request of the governor in 2017. It generates property tax savings by facilitating collaboration between local governments across the state. New York State has matched over $40 million in one-year savings to local governments and taxpayers from over 100 shared services projects over the last five years. CWSSI expands on New York State’s ongoing commitment to reduce property taxes and modernize local government services by fostering new shared services and enhancing the existing collaborations already in place. Plans submitted in 2023 are the last to remain eligible for the one-time state match, but counties and municipalities are encouraged to continue working together to identify efficiencies and shared services that provide a long-term benefit to local taxpayers.

The County-Wide Services Initiative is administered by the Division of Local Government Services at the Department of State.
