PSC Approves Sale of Utility Equipment to Scotia Beverage Company

Poles, Wires & Transformers Purchase Part of Adirondack Beverages Expansion Plans

ALBANY — The New York State Public Service Commission (Commission) today authorized National Grid to sell certain electric poles, wires, and transformers to Adirondack Beverages Corp. (ADK Beverages) located in Schenectady County for a sale price of $302,657. According to National Grid, the transfer of the facilities will enable ADK Beverages to perform necessary electrical system upgrades to expand its business in a manner that relieves some of ADK Beverages upgrade costs.

“This transaction is a win-win for all parties,” said Commission Chair Rory M. Christian. “The sale of the facilities will not negatively impact the reliability, safety, or operation of National Grid's electric distribution system, and the sale will enable Adirondack Beverages to perform electrical system upgrades necessary to expand its business and take service at a higher voltage level. Further, the transaction helps neighboring customers by providing the utility with greater flexibility to restore service and minimize outage durations during planned and unplanned events.”

Upon review by Department of Public Service staff, it was determined that the sale of the facilities will not negatively impact the reliability, safety, or operation of National Grid's electric distribution system. Further, the company and ratepayers will avoid certain costs related to the facilities, such as upgrade costs, property taxes, and ongoing maintenance costs of the sale. Additionally, the sale price exceeds the book value of the equipment by $163,873 and that net gain will be credited to the depreciation reserve for the benefit of customers.

On December 30, 2022 National Grid filed a petition seeking Commission authorization to sell certain electric poles, wires, and transformers located at ADK Beverages place of business, 701 Corporations Park, Village of Scotia, Schenectady County. As a result of the purchase, ADK Beverages, neighboring landowners, and National Grid have agreed to a plan to reroute portions of the company’s distribution system to maintain continuity of utility-supplied electric service to certain customers, the cost of which will be the responsibility of ADK Beverages.

When considering a proposed sale of utility property, the Commission assesses whether the proposed transaction will impact the utility’s provision of safe and adequate service, and whether the transaction is in the public interest. In this case, the Commission determines the sale of the facilities to ADK Beverages will not impact the reliability, safety, or operation of National Grid’s electric distribution system or adversely impact National Grid’s customers.
