Comment Sought regarding PSEG LI’s Utility 2.0 2017 Annual Update

Plan Submitted for Department Review and Recommendation

ALBANY — The New York State Department of Public Service (Department or DPS) is seeking public comment on PSEG Long Island’s (PSEG LI) Utility 2.0 Long Range Plan 2017 Annual Update (Plan). The Department’s review will reflect its prior recommendations supporting New York State’s nation-leading plan for resilient, affordable and cleaner energy under the statewide Reforming the Energy Vision initiative, in furtherance of the Department’s commitment to ensure that Long Island electric customers receive safe and adequate electric service at just and reasonable rates.

On September 8, 2017, in accordance with the Long Island Power Authority Reform Act, or LRA, PSEG LI submitted the plan to the DPS for review and recommendation.  The LIPA Reform Act specifies the purpose of the plan to implement energy efficiency measures, distributed generation, or advanced grid technology programs providing customers with tools to more efficiently and effectively manage their energy usage and utility bills, and improve system reliability and power quality. In accordance with the LRA, the Department will review make formal recommendations to LIPA with respect to the plan. The purpose of the plan is to implement energy efficiency measures, distributed generation, or advanced grid technology programs providing customers with tools to more efficiently and effectively manage their energy usage and utility bills, and improve system reliability and power quality.

As with the prior Utility 2.0 filings, a 45-day public comment period for comments and reply comments has been established, after which, the Department will issue its recommendation.  Interested parties are invited to submit comments on the plan by October 17, 2017.  Reply comments are requested by November 1, 2017.  The plan may be viewed, printed or downloaded from the Department’s website at http://www.dps.ny.gov by searching for Matter Number 14-01299.  All comments filed with the Secretary will be posted to the Department’s website.  Comments will become part of the record considered by the Department in its review and development of recommendations.  

Parties should submit comments electronically to the Secretary by e-filing through the Department’s Document and Matter Management System (DMM) or by e-mail to secretary@dps.ny.gov. Parties unable to file electronically may mail or deliver their comments to Hon. Kathleen H. Burgess, Secretary, New York State Department of Public Service, Three Empire State Plaza, Albany, NY 12223-1350.  Comments should refer to “Matter Number 14-01299 – PSEG-LI Utility 2.0 Long Range Plan.”
