"Throughout this process, OTDA's ultimate goal was not to withhold funding, but rather to ensure that ‎egregious issues at City homeless shelters that put the health and safety of New York's most vulnerable citizens at risk are resolved. Talks have been successful and the City of New York has agreed to develop and, by Tuesday, present a comprehensive plan to do just that. In the interim, the State will continue to provide funding to the City."
