PSC Approves Economic Development Incentives For Corning, Inc.

Action Allows Expansion of Diesel Manufacturing Plant

Following up on Governor Andrew M. Cuomo’s announcement in April regarding Corning Incorporated’s expansion of the operations of its diesel manufacturing facility in the Town of Erwin, Steuben County, the New York State Public Service Commission (Commission) today approved plans submitted by two utilities serving the facility to assist in the expansion of production.

“Governor Cuomo’s efforts are focused on creating an environment where major companies such as Corning can invest and grow,” said Chairman Garry Brown. “The Corning manufacturing plant is a significant contributor to local and State economies, and the expansion supports the State’s economic development initiatives by retaining and creating more well-paying jobs and keeping key businesses in New York.”

Corning, Inc., which manufactures diesel emissions control products, plans to invest more than $250 million to construct and equip the plant’s 94,000 square-foot expansion, bringing 250 new full-time jobs to the plant, while retaining 500 jobs at the facility, while also creating a significant number of construction jobs and other economic benefits during the construction phase. 

Corning Inc. will increase manufacturing capacity at the Erwin Diesel facility near Corning, which produces large ceramic substrates and filters for heavy-duty diesel engine truck construction and agricultural equipment manufacturers worldwide.

The Commission approved a 10-year agreement between utility, Corning Natural Gas Corporation, and Corning, Inc., the manufacturer, to expand natural gas service to the diesel manufacturing facility. 

The Commission also approved a request of New York State Electric & Gas Corporation, which supplies electric service to the facility, to provide a $2 million grant to Corning to make electric infrastructure upgrades to support the expansion.

NYSEG manages several programs to foster economic development by attracting, expanding and retaining businesses in its service territory.  The Commission’s decision allows NYSEG to exceed the individual project funding limits for its economic development programs in order to grant $2 million to Corning because of the economic benefits the expanded service will provide to the region and to the State.
