DIVISION OF HOMELAND SECURITY AND EMERGENCY SERVICES ANNOUNCES FUNDING AVAILABLE UNDER THE FEMA UNIFIED HAZARD MITIGATION ASSISTANCE PROGRAM

$235.2 Million will be Available Nation-Wide for the Pre-Disaster Mitigation Grant Program

$160 Million will be Available Nation-Wide for the Flood Mitigation Assistance Program

The New York State Division of Homeland Security and Emergency Services today announced that over $395 million in federal funding is being made available to assist states, territories, tribal governments, and local communities across the United States for mitigation plans and projects under FEMA’s Unified Hazard Mitigation Assistance Program. This program provides funding to state, local, tribal and territorial governments for eligible mitigation activities that strengthen our nation’s ability to reduce disaster losses and protect life and property from future disaster damages.

“As the cost of natural disasters continues to rise, it is imperative that cities, states, and local governments take steps before the disaster occurs to reduce the impact to life and property,” said DHSES Commissioner Roger Parrino. “I encourage municipalities and tribal governments throughout New York State to apply for this grant so they can reduce their risk from future storms.”

Flood Mitigation Assistance (FMA) grants provide funds on an annual basis so that measures can be taken to reduce or eliminate risk of flood damage to structures insured under the National Flood Insurance Program (NFIP).  For fiscal year 2018, $160 million is available, including $70 million for community flood mitigation activities. The remaining $90 million will be used for mitigation planning, technical assistance and projects that reduce or eliminate claims under the NFIP.

Pre-Disaster Mitigation (PDM) grants are awarded annually for all-hazard mitigation planning and projects, such as the construction of community and residential safe rooms and wind retrofits. Pre-Disaster Mitigation grants help state, local, tribal and territorial governments build resiliency through measures that reduce risk to lives and property. For fiscal year 2018, $235.2 million in grants funding is available, of which $15 million is set aside for federally-recognized tribes.

Eligible state, local, tribal and territorial governments may receive an allocation of $575,000, federal share for projects that reduce risk pre-disaster. The remainder of the funds will be awarded on a competitive basis.

The Letters of Intent (LOIs) that must be used to apply for these PDM and FMA grants can be found at www.dhses.ny.gov/recovery/.

Information on this grant and further information can be found on the DHSES website at    For questions or if you need further information, call the Hazard Mitigation Section at 518-292-2304. The deadline to submit Letters of Intent is at 5 p.m. on October 24, 2018 and subapplications must be submitted to FEMA through their e-grants system by 5 p.m. on December 19, 2018.
