Virtual Public Statement Hearings Set Regarding Proposed Propel NY Energy Transmission Project

ALBANY — The New York State Public Service Commission (Commission) will hold two virtual public statement hearings on Tuesday, April 29, 2025, regarding the joint application of New York Transco LLC and New York Power Authority (together, the Applicant) to construct, operate, and maintain the Propel NY Energy Project.

 
On July 31, 2024, the Applicant filed an application for a Certificate of Environmental Compatibility and Public Need pursuant to Article VII of the Public Service Law. If granted, the Certificate would authorize the applicant to construct, operate, and maintain the Propel NY Energy Project, comprised of approximately 89.7 miles of new underground transmission lines (approximately 78.5 miles at 345 kilovolts [kV] and approximately 11.2 miles at 138 kV) and direct interconnection with nine existing and/or new substations located within Suffolk, Nassau, Queens, Bronx, and Westchester counties. Of the approximately 89.7 miles of new underground transmission lines, two components are within New York State waters: (1) an approximately 9.1-mile crossing of the Long Island Sound between the Town of Oyster Bay and the City of New Rochelle and (2) an approximately 0.7-mile crossing of the East River and an approximately 0.3-mile crossing of the Westchester Creek in Bronx County.
 
Under New York State Law, the Commission may adopt or reject the applicant’s proposal, in whole or part, or modify it. In doing so, the Commission will consider, among other things, comments from the public.
 
Virtual public statement hearings regarding the Applicant’s request will be held before an Administrative Law Judge (ALJ) as follows:

Any person wishing to provide a public statement on the record during a virtual public statement hearing must register to do so by 1:00 p.m. on Monday, April 28, 2025, in accordance with the instructions set forth below.
 
To register and provide a statement electronically:
 
Participants who would like to provide a statement and will log in to a hearing electronically must register by the date and time indicated above by visiting https://dps.ny.gov/calendar, clicking on the “View DPS Calendar Listings” button under the “Calendars” section, scrolling to and clicking on the Propel NY Energy Public Statement Hearing for Wednesday, April 29, 2025, clicking the “Register For Propel NY Energy Hearing” button, and providing all requested information in the pop-up box. After registration is complete, registrants will receive a confirmation email with instructions about how to join the public statement hearing event.
 
When logging in to participate in the virtual hearings on the appropriate date and time, participants will be asked to “select audio system.” It is recommended that participants opt to have the system “call me” or “call using computer.” The “call me” option will require that participants enter their phone numbers.
 
To register and provide a statement by phone:
 
Any participant who is not able to log in to the virtual public statement hearings electronically may participate by phone. Call-in participants wishing to make a statement at the virtual public statement hearings must register to do so by the date and time indicated above by calling 1-800-342-3330, following the prompts to the appropriate hearing, and then providing the following information: first name and last name, address, and phone number.
 
On the day and time of the appropriate hearing, dial 1-929-251-9612 and enter the appropriate access code and phone-in password listed above.
 
To listen to the hearings without making a statement:
 
Any interested person may listen to the hearings by phone by calling 1-929-251-9612 and entering the appropriate access code and phone-in password listed above.
 
All participants in the virtual public statement hearings will be muted upon entry into each hearing. The ALJ will call upon each person who has registered to make a statement. The ALJ will continue each hearing until everyone wishing to speak has been heard or other reasonable arrangements to submit comments into the record have been made. Reasonable time limits may be set for each speaker as necessary to afford all attendees an opportunity to be heard. It is recommended that lengthy comments be submitted in writing and summarized for oral presentation. Verbatim transcripts of the hearings will be made for inclusion in the record of this case.

Other Ways to Comment
 
For those who cannot attend or prefer not to speak at the public statement hearings, there are several other ways to provide your comments. Comments should refer to “Case 24-T-0446.” All comments must be received by May 23, 2025.
 
Internet or Mail: Go to www.dps.ny.gov, click on “File Search” (located under the heading “Commission Files”), enter “24-T-0446” in the box labeled “Search by Case Number”, and then click on “Post Comments” at the top of the page.
 
Alternatively, comments may be mailed to the Hon. Michelle L. Phillips, Secretary, Public Service Commission, Three Empire State Plaza, Albany, New York, 12223-1350; however, electronic filing of comments is strongly encouraged.
 
All written comments submitted to the Secretary will be posted on the Department’s website and will become part of the record of the proceeding in which they are posted. Please be advised that untimely comments may not be considered by the Commission. Comments may be accessed on the Department of Public Service website by searching the case number, as described above, and clicking on the “Public Comments” tab.
 
Toll-Free Opinion Line: Individuals may submit comments by calling the Commission’s Opinion Line at 1-800-335-2120. This number is set up to receive in-State call 24-hours a day. These comments are not transcribed verbatim, but a summary is provided to the Commission.
