Virtual Public Information Hearings Set Regarding Offshore Wind Transmission Line

ALBANY — The New York State Public Service Commission (Commission) will hold two virtual public information sessions on Thursday, January 19, 2023, regarding Beacon Wind LLC’s (Beacon Wind) application to construct, operate and maintain transmission facilities in Astoria, Queens County.

 On May 13, 2022, Beacon Wind filed an application to construct, operate and maintain transmission facilities from the boundary of New York State waters to a point of interconnection in Astoria, Queens County, New York (the project).  In order to construct the project, Beacon Wind must first obtain a Certificate of Environmental Compatibility and Public Need from the Commission, pursuant to Article VII of the Public Service Law.  Beacon Wind’s proposed project includes one 320-kilovolt high voltage direct current submarine export cable circuit located within an approximately 115 nautical miles-long submarine export cable corridor from the boundary of New York State waters to the cable landfall at the Astoria power complex. The project would also include one 2,000 feet-long onshore cable route and substation facility within the Astoria power complex.
 
PLEASE TAKE NOTICE that Information Sessions will be held virtually before Administrative Law Judges (ALJs) Dakin Lecakes and Lindsey Overton.  At the Information Sessions, Department of Public Service trial staff will provide an overview of the Commission’s certification process.  Beacon Wind will then present a brief summary of the project.  Members of the public will then have an opportunity to ask questions about the process and the application pending before the Commission. The Information Sessions will be held as follows:

To participate electronically: On the day of the sessions, participants should visit www.webex.com, click “Join” at the top right-hand corner of the screen, and input the appropriate event number for the session. Participants will be asked to input their names – please input your first and last name as this will assist the ALJs in addressing questions during the session. Participants will be asked to “select audio systems.” It is recommended that participants choose to have the system “call me” or “call using computer.” The “call me” option will require participants to enter their phone numbers. It is recommended that participants log in a few minutes before the session begins.
 
To participate by phone:  Any participant who is not able to log in to a session electronically may participate by phone. On the day of the sessions, use the phone access number, (518) 549-0500, and the appropriate access code listed above to join the session.
 
Persons with disabilities requiring special accommodations should call the Department of Public Service’s Human Resource Management Office at (518) 474-2520 as soon as possible.
