DIVISION OF HUMAN RIGHTS ANNOUNCES COMPREHENSIVE NO HATE NYS CAMPAIGN TO COMBAT BIAS AND FOSTER INCLUSIVE COMMUNITIES

Stand Up, Speak Out, Stop Hate Pledge Program Launches May 4  

 

Division’s Inaugural No Hate NYS Youth Council Empowers Young Leaders

The New York State Division of Human Rights today announced the launch of No Hate NYS, a statewide messaging initiative designed to proactively prevent hate and bias, strengthen community resilience, and offer resources for those who have experienced or witnessed hate or bias incidents. This public information campaign builds upon the success of Governor Hochul’s 2024 Call Out Hate campaign. No Hate NYS aims to expand individual and community engagement with the Division’s Hate and Bias Prevention Unit by encouraging New Yorkers to learn about and connect with the Unit’s Hate and Bias Prevention Regional Councils, No Hate NYS Youth Council, and Incident Response Team.

Our work at the Division of Human Rights is centered on ensuring that every New Yorker feels safe, respected, and valued,” New York State Division of Human Rights Commissioner Denise M. Miranda, Esq. said. “No Hate NYS helps us advance combatting hate through prevention, education, and response mechanisms. By strengthening community partnershipsempowering young leaders, and supporting individuals impacted by hate and bias, the Division is building a more resilient and inclusive state. We urge all New Yorkers to join us in the effort to stand against hate and champion human rights." 

 

No Hate NYS Campaign 

In 2024, Governor Kathy Hochul launched Call Out Hate, a public information campaign to educate New Yorkers about the support available in combating hate and bias in communities across New York State. It also highlighted the importance of reporting such incidents when they occur. The campaign was featured in the New York City Subway, Metro-North and Long Island Rail Road train cars and transit stations. It was also included in statewide Division educational events reminding New Yorkers that hate has no home in New York, and that every New Yorker belongs here.  

 

Building upon the success of Call Out Hate, the Division has launched No Hate NYS to serve as the unifying brand for the Division's Hate and Bias Prevention Unitconsolidating the Division’s multifaceted efforts to address and prevent hate incidents under a single, recognizable campaign. The campaign is strategically designed to engage New Yorkers through public-facing events, comprehensive educational programming, and the amplification of critical incident reporting mechanisms and support services. 

 

The No Hate NYS campaign will build on the Division’s organic efforts to use public engagements to educate more New Yorkers about how the Division works to protect theihuman rights every day.  

 

Stand Up, Speak Out, Stop Hate Pledge Program 

On May 4, 2026, as part of the No Hate NYS campaign, the Division’s Hate and Bias Prevention Unit will kick off a five-week “Stand Up, Speak Out, Stop Hate” pledge program crafted to guide New Yorkers through actionable steps they can take to prevent hate and bias in their daily lives. Participants will receive weekly communications featuring practical strategies, opportunities for personal reflection, and essential tools to effectively disseminate the campaign's core messages of respect for human rights and solidarity across communities. The pledge is an opportunity for individuals to get involved with the Division of Human Rights and help promote dignity, equality, and human rights across the state. No Hate NYS Youth Council  

In 2025, the Division established its inaugural No Hate NYS Youth Council—a paid program for youth changemakers across New York State designed to support leadership development through mentorship, education, advocacy, and community engagement. The program gets young people involved in the Division’s work, provides a forum to discuss real-life hate and bias issues, empowers young leaders to design community-based anti-hate initiatives, and promotes peer-to-peer support and education. 

 

The Division recently welcomed its inaugural class of Youth Council leaders who have served as active community messengers and influential advocates for a hate-free New York State. Each Youth Council cohort runs approximately the duration of the school yearThe Division anticipates opening applications for the next round of Youth Council positions in Fall 2026. 

 

Regional Councils and Response Team 

In 2025, the Division’s Hate and Bias Prevention Unit, in collaboration with its network of Hate and Bias Prevention Regional Councils, facilitated more than 70 events in every region of the state—providing opportunities statewide for New Yorkers to get involved in hate and bias prevention work in their communities. Regional Councils are continuing to build on this success through ongoing events and community engagement efforts statewide throughout 2026.  

  

The Hate and Bias Prevention Unit’s Regional Council network includes members representing community-based organizations, advocacy groups, educational institutions, and other stakeholders across the state. The Regional Council network creates opportunities to share important information, strengthen partnerships, facilitate impactful engagements, and coordinate hate and bias prevention strategies.   
 
The Division’s Hate and Bias Prevention Unit also continues to receive reports of hate and bias incidents across the state and offers assistance to impacted individuals and communities—including through confidential consultations, referrals to state and local resources, and other key services and supports in conjunction with our Regional Council partners.
