The New York Lottery’s Yolanda Vega and Kylie McDonald will be at Empire City Casino to present $13,000,000 to Westchester county’s newest Lottery millionaires.  The winners include a Cortlandt Manor woman who won the guaranteed $7,000,000 top prize from the March 19 CASH4LIFE drawing, a pair of friends from Yonkers that split the $5,000,000 top prize on a Set for Life scratch-off ticket and an Elmsford woman who won a $1,000,000 Mega Millions second prize.
