National Grid Transmission Project Public Statement Hearing Scheduled

Two 115 kV Transmission Lines Proposed to be Rebuilt Across Portions of Western Erie County


ALBANY
The New York State Public Service Commission (Commission) today announced it will hold a public statement hearing in the Town of Hamburg, to receive comments on Niagara Mohawk Power Corporation’s d/b/a National Grid (National Grid), proposal to rebuild and operate two existing 115 kilovolt (kV) transmission lines, the Gardenville-Dunkirk 141 and 142 lines (the project). The portion of the two lines to be rebuilt extends from the North Angola Substation to existing Structure #4 which is located just south of National Grid’s Gardenville Substation. The two lines run approximately 20.31 miles across portions of Erie County, in parts of the Village of Angola, the Town of Evans, the Town of Hamburg, the Village of Blasdell, the City of Lackawanna, and the Town of West Seneca.
On August 30, 2018, pursuant to Article VII of the Public Service Law, National Grid filed an application with the Commission for a Certificate of Environmental Compatibility and Public Need to rebuild and operate an electric transmission line. The existing 141/142 Lines are both 115kV circuits that originate at the Gardenville Substation and terminate at the Dunkirk Substation. They share the same double-circuit steel towers, heading generally south-west for approximately 45 miles. The Project would encompass the section of the existing 141/142 Lines from the North Angola Substation to existing Structure #4, which is located approximately 0.35 miles south of the existing Gardenville Substation for a total of 20.31 miles.

During the information forum, maps will be available to review, New York State Department of Public Service Staff representatives will give a short presentation on the review process in this case, and National Grid’s representatives will be available to answer questions about its proposal. The public is welcome to stop in at any time during the information forum to review information and ask questions.
The information forum will be followed by a public statement hearing where all those wishing to comment on National Grid’s request will have an opportunity to make a statement on the record before an Administrative Law Judge. It is not necessary to make an appointment in advance or to present written material to speak at the hearing. Persons will be called to speak after completing a request card. The public statement hearing will be held open until everyone wishing to speak has been heard or other reasonable arrangements have been made to include their comments in the record. A verbatim transcript of the hearing will be made for inclusion in the record of this proceeding.
