In accordance with the federal Clean Air Act, the proposed renewal of a state air facility permit for the East 91 Street Marine Transfer Station is available for public comment, the New York State Department of Environmental Conservation (DEC) announced today. Two other permits, for tidal wetlands and solid waste management, are also subject to renewal.

This project is part of New York City’s overall solid waste management as a result of the closure of the Freshkills Landfill. The New York City Department of Sanitation (NYCDOS) served as lead agency under the State Environmental Quality Review Act (SEQRA) for both the NYC solid waste management plan and the project itself. As lead agency, NYCDOS evaluated traffic, noise, community character and other potential impacts.  Under SEQRA, the tidal wetlands and solid waste management permit renewals are type II actions and as such, do not require public notice because the project and the permit conditions have not materially changed.

The public is invited to submit written comments on the state air facility permit through July 24, 2015. Written comments can be submitted by:
