Public Statement Hearings Set Regarding Proposed Propel NY Energy Transmission Project |
|||
ALBANY — The New York State Public Service Commission (Commission) will hold in-person public statement hearings on Tuesday, July 22, 2025, and Wednesday, July 23, 2025, regarding the joint application of New York Transco LLC and New York Power Authority (applicants) to construct, operate, and maintain the Propel NY Energy transmission project. On July 31, 2024, the applicants filed an application for a Certificate of Environmental Compatibility and Public Need pursuant to Article VII of the Public Service Law. If granted, the certificate would authorize the applicants to construct, operate, and maintain the Propel NY Energy Project, comprised of approximately 89.7 miles of new underground transmission lines (approximately 78.5 miles at 345 kilovolts [kV] and approximately 11.2 miles at 138 kV) and direct interconnection with nine existing and/or new substations located within Suffolk, Nassau, Queens, Bronx, and Westchester counties. Of the approximately 89.7 miles of new underground transmission lines, two components are within New York State waters: (1) an approximately 9.1-mile crossing of the Long Island Sound between the Town of Oyster Bay and the City of New Rochelle and (2) an approximately 0.7-mile crossing of the East River and an approximately 0.3-mile crossing of the Westchester Creek in Bronx County.
Under New York State Law, the Commission may adopt or reject the applicants’ proposal, in whole or part, or modify it. In doing so, the Commission will consider, among other things, comments from the public.
PLEASE TAKE NOTICE that anyone wishing to comment on the applicants’ request will have the opportunity to make a statement on the record before the Administrative Law Judges (ALJs) at in-person public statement hearings as follows:
It is not necessary to make an appointment in advance or to present written material to speak at an in-person hearing. Individuals will be called to speak after completing a request card. Each public statement hearing will be open for at least thirty minutes or until everyone wishing to speak has been heard or other reasonable arrangements have been made to include their comments in the record. A verbatim transcript of each public statement hearing will be included in the record of this proceeding.
Persons with disabilities requiring reasonable accommodations should call the Department of Public Service’s Human Resources Management Office at (518) 473-9463 as soon as possible. TDD users may request a sign language interpreter by placing a call through the New York Relay Service at 711. Individuals with difficulty understanding or reading English are encouraged to call the Department at (800) 342-3377 or email languageaccess@dps.ny.gov for free language assistance services regarding this Notice. To request a translator or sign language interpreter so that you can participate at a specific public statement hearing, please contact the Department at least 10 days before the hearing by calling (800) 342-3377 or emailing your request to languageaccess@dps.ny.gov.
