Commissioner will be testing out a refrigerated ice sheet that is 40 percent larger that outdoor rinks used during outdoor NHL contests. The festival, which runs through January, is a fundraiser for youth mental health programs by the Mental Health Association of the Southern Tier.

Also attending will be Broome County Executive Jason Garnar, representatives of the Mental Health Association of the Southern Tier, and the tourism development group Visit Binghamton.
