Virtual Public Statement Hearings Set Regarding Suffolk County Transmission

ALBANY — The New York State Public Service Commission (Commission) will hold two virtual public statement hearings on Wednesday, October 9, 2024, regarding PSEG Long Island LLC’s (PSEG LI) application to construct, own, and operate the Southampton to Deerfield transmission project.

On February 16, 2024, PSEG LI, on behalf of and as agent for the Long Island Power Authority, filed an application pursuant to Public Service Law Article VII for a Certificate of Environmental Compatibility and Public Need seeking authorization to construct, own, and operate the project, which will consist of a new, 138 kilovolt (kV) underground transmission line located primarily within municipal public roadway rights-of-way between the Southampton substation and the Deerfield substation in the Town of Southampton, Suffolk County. The line will be approximately 4.5 miles long and initially operate at 69 kV.
 
Under New York State Law, the Commission may adopt or reject the proposal, in whole or in part, or modify it. In doing so, the Commission will consider input from participating parties and the public.
 
PLEASE TAKE NOTICE that virtual public information forums and public statement hearings on the proposed project will be held before the assigned Administrative Law Judges.  At the information forums, trial staff of the Department of Public Service will provide an overview of the Commission’s certification process, and the Applicant will present a summary of the project. Following these presentations, members of the public will have an opportunity to ask questions about the process and the pending Application. The public information forums will begin at the times shown below. A public statement hearing will immediately follow each of the public information forums.

Any person wishing to provide a public statement on the record during a virtual public statement hearing must register to do so by 3:00 p.m. on Monday, October 7, 2024.

To register and provide a statement electronically:

Participants who would like to provide a statement and will log in to a virtual public statement hearing electronically must register by the date and time indicated above by visiting https://dps.ny.gov/event/public-statement-hearings-southampton-deerfield-transmission, where they should (1) click on the appropriate Registration Link (afternoon session or evening session), (2) click the “Register” button on the Webex page, and (3) provide all requested information.

When logging in to participate in a hearing on the appropriate date and time, participants should visit www.webex.com, click “Join” at the top right-hand corner of the screen, and input the applicable event number listed above. Participants will be asked to “select audio system.” It is recommended that participants opt to have the system “call me” or “call using computer.” The “call me” option will require participants to enter their phone numbers.

To register and provide a statement by phone:

Any participant who is not able to log in to a virtual public statement hearing electronically may participate by phone. Call-in participants wishing to make a statement at a virtual public statement hearing must register to do so by the date and time indicated above by calling 1-800-342-3330, following the prompts to the appropriate hearing, and then providing the following information: first name and last name, address, and phone number. 

On the day and appropriate time of the virtual public statement hearing, dial (518) 549-0500 and enter the applicable access code and phone-in password, listed above, to join the hearing.

All participants will be muted upon entry into a virtual public statement hearing. Each hearing will be held open until everyone who has registered to speak has been heard or other reasonable arrangements to submit comments into the record have been made. It is recommended that lengthy comments be submitted in writing and summarized for oral presentation. Verbatim transcripts of the virtual public statement hearings will be made for inclusion in the record of this case.

Persons with disabilities requiring special accommodations should call the Department of Public Service’s Human Resources Management Office at 518-474-2520 as soon as possible. TDD users may request a sign language interpreter by placing a call through the New York Relay Service at 711. Individuals with difficulty understanding or reading English are encouraged to call the Department at 1-800-342-3377 for free language assistance services regarding this Notice.

Other Ways to Comment 

For those who cannot attend or prefer not to speak at a public statement hearing, there are several other ways to provide your comments to the Commission. Comments should refer to “Case 24-T-0113.” All comments must be received by February 28, 2025. 

Internet or Mail: Go to www.dps.ny.gov, click on “File Search” (located under the heading “Commission Files”), enter “24-T-0113” in the box labelled “Search by Case Number,” and then click on “Post Comments” located at the top right of the page.

Alternatively, comments may be mailed to the Hon. Michelle L. Phillips, Secretary, Public Service Commission, Three Empire State Plaza, Albany, New York 12223-1350. All written comments will become part of the record considered by the Commission and may be accessed on the Department of Public Service website by searching the case number, as described above, and clicking on the “Public Comments” tab.

Toll-Free Opinion Line: Individuals may choose to submit comments by calling the Commission’s Opinion Line at 1-800-335-2120. This number is set up to receive comments about pending cases from in-state callers 24-hours a day. These comments are not transcribed verbatim, but a summary is provided to the Commission.
