Excavator Training Workshops

ALBANY — The New York State Public Service Commission (Commission) will hold in-person and virtual excavator training workshops on Thursday, May 25, 2023, and Thursday, June 1, 2023.

On May 1, 2019, the Commission issued an Order Assessing Training Requirements and Convening Workshop (order) in this proceeding, that implemented recent amendments to General Business Law (GBL) Article 36 (Protection of Underground Facilities). The amendments required (1) excavators contracting with local governments for excavation of underground facilities and (2) excavators contracting with operators of underground facilities for the excavation of underground facilities to have completed a training and education program provided by a One-Call notification system established pursuant to GBL Article 36 or by another provider that has been authorized by the Commission in its discretion.

The order instructed Department of Public Service staff to convene a workshop to discuss the GBL Article 36 amendments with stakeholders, affected entities, and interested parties to further educate workshop attendees on the amendments’ applicability and the Commission’s regulatory oversight and to address any questions or concerns.
