OGS AND NYPA HOST INAUGURAL NYS ELECTRIC VEHICLE FLEET EVENT AT THE EMPIRE STATE PLAZA IN ALBANY

State Agency Participants Provided with Insights into Electric Vehicles and Charging Technology from Representatives Across the Industry

Event Highlights State’s Commitment to Transitioning its Light Duty Fleet to 100 Percent Zero Emission Vehicles by 2035

State agency leaders and fleet managers were invited to attend the inaugural New York State Electric Vehicle Fleet Event held on Tuesday, June 6 by the Office of General Services (OGS) and New York Power Authority (NYPA) at the Empire State Plaza in Albany.

The event provided fleet managers, sustainability coordinators, and policymakers with opportunities to get a closer look at available electric vehicle (EV) models and charging equipment, including those currently in use by state agencies and authorities. A broad range of EV experts was on hand to answer questions about EV charging technology during a panel discussion — Converting to an Electric Vehicle Fleet — and during informational meet-and-chats with EV and charging station vendors.

“Today’s EV event at the Empire State Plaza demonstrates the priority OGS and our partners in government have placed on pursuing the innovative solutions required to meet Governor Hochul’s goal to covert the state’s light-duty fleet to 100 percent zero-emission vehicles by 2035,” OGS Commissioner Jeanette Moy said. “I want to thank our friends at NYPA and from the EV industry for making today’s event a success as we work to create a healthier and more sustainable future for New York State.”

“New York government agencies are making great progress in adding cleaner vehicles to their fleets and building out the fast, convenient charging infrastructure needed to propel and sustain a fully electric statewide system,” NYPA Acting President and CEO Justin E. Driscoll said. “It’s important for state agencies to share learnings from building out EV infrastructure to date so that others can have more information to assist them in taking positive clean transportation steps to reduce greenhouse gas emissions and improve air quality. Electrifying fleets will bring the entire state closer to a climate solution and make our towns and cities better places to live.”

State Department of Transportation Commissioner Marie Therese Dominguez said, “Governor Hochul has laid out the most ambitious climate agenda in the nation, and all New York state agencies have an important role to play. The New York State Department of Transportation, in cooperation with numerous state agencies, is constantly moving its fleet forward on a path toward sustainability and decarbonization. At NYSDOT, we are excited about opportunities to transition our fleet to meet New York’s climate and electrification goals.”

In September 2022, Governor Hochul signed Executive Order 22: Leading by Example: Directing State Agencies to Adopt a Sustainability and Decarbonization Program. The EO established that the light-duty and medium- and heavy-duty state fleet vehicles will be fully comprised of zero emission vehicles (ZEVs) by 2035 and 2040, respectively.

The OGS Resiliency and Sustainability (R&S) Division is mandated with carrying out this fleet transition. To support this transition, R&S is leading an interagency ZEV conversion working group, developing technical assistance tools, facilitating partnerships to further a coordinated EV infrastructure buildout for State vehicles, and assisting agencies in conversion planning. R&S will work with agencies, OGS Design & Construction, New York State Energy Research and Development Authority (NYSERDA), and NYPA to identify the EV infrastructure needed to support their fleets and install chargers at priority facilities.

OGS is now leading the effort to build more than 1,300 charging stations dedicated to fleet charging within five years at state facilities, beginning with the installation of 130 stations at OGS properties. These chargers will be a mix of networked Level 2 and fast chargers. OGS R&S is also partnering with NYSERDA to develop a Clean Fleet Plan to identify critical infrastructure milestones required to meet this goal and recommend key policies and procedures to support and accelerate the transition to a zero-emission fleet.

Participants in today’s EV event included: OGS, NYPA, NYS Department of Transportation, New York City Department of Citywide Administrative Services, Capital District Transportation Authority, National Grid, Ford, Toyota, Kingston Nissan, Mastrovito Hyundai, ChargePoint, FLO, WiTricity, EV Connect, Livingston Energy Group, Dutchess Kia, EV Charge Solutions, and Destination Kia.
