Public Comment Sought on Rochester Gas and Electric’s Request to Construct a New Natural Gas Pipeline

ALBANY The New York State Public Service Commission (Commission) today announced it will hold a public statement hearing concerning a request by Rochester Gas and Electric (RG&E) for a Certificate of Environmental Compatibility and Public Need for the construction of a new natural gas pipeline. The proposed gas pipeline, known as Certified Main-5, is a 24-inch pipeline approximately five miles in length designed to relieve pressure on an existing pipeline.  The proposed pipeline would be located entirely within the Town of Chili, Monroe County.

 
Members of the public wishing to comment will have an opportunity to make a statement on the record at the public statement hearing. A verbatim transcript of the hearing will be made for inclusion in the record of the proceeding, and will be posted on the Commission’s web site. The public statement hearing will be held as follows:

Informational Forum and Public Statement Hearing            6:00 PM
 
Prior to the commencement of the Public Statement Hearing, representatives of the New York State Department of Public Service Staff (Staff) will provide a brief overview of the Public Service Law certification process and RG&E will provide a brief description of its proposed project. Both Staff and RG&E representatives will be available to respond to questions from the public.  
The informational forum will be directly followed by a public statement hearing where all those wishing to comment on RG&E’s application will have an opportunity to make a statement on the record before an Administrative Law Judge. It is not necessary to make an appointment in advance or to present written material in order to speak at the public statement hearing. Members of the public wishing to comment will be called upon after completing a card requesting time to speak. Each hearing will continue until everyone wishing to speak has been heard or other reasonable arrangements are made.
 
Disabled persons requiring special accommodations should call the Department of Public Service's Human Resources Management Office at (518) 474-2520 as soon as possible. TDD users may request a sign language interpreter by placing a call through the New York Relay Service at 711. Individuals with difficulty understanding or reading English are encouraged to call the Commission at 1-800-342-3377 for free language assistance services regarding this notice.
 
Other Ways to Comment

For those who cannot attend or prefer not to speak at a public statement hearing, there are several other ways to send comments to the Commission regarding this proposal. Comments should refer to "Case 16-T-0473 – RG&E – Article VII" and are requested by December 9, 2016.

Internet or Mail: The public may enter comments directly into the case file from the Commission's website, www.dps.ny.gov, by clicking on "Search" at the top of the page and then entering “16-T-0473” into the “Search by Case Number” field. In the open case, access the screen to enter comments by clicking on the "Post Comments" box at the top right of the page. Comments may also be submitted electronically to the Hon. Kathleen H. Burgess, Secretary, at secretary@dps.ny.gov, or by mail or delivery to Secretary Burgess at the New York State Public Service Commission, Three Empire State Plaza, Albany, New York 12223-1350. All written comments will become part of the record considered by the Commission and can be read on the website by searching by the case number, as described above, and clicking on the “Public Comments” tab. Many libraries offer free Internet access.

Toll-Free Opinion Line: Individuals may choose to submit comments by calling the Commission's Opinion Line at 1-800-335-2120. This number is set up to take comments about pending cases from in-State callers, 24 hours a day. These comments are not transcribed verbatim, but a summary is provided to the Commission.
