Valesky, Maggiore and Christian Confirmed to Serve as PSC Commissioners

ALBANY — The New York State Public Service Commission (Commission or PSC) today announced that David J. Valesky, John B. Maggiore, and Rory M. Christian were confirmed by the New York State Senate to serve as commissioners of the PSC. Consistent with the Public Service Law, Messrs. Valesky, Maggiore, and Christian were nominated by Governor Andrew M. Cuomo.
“I am honored to welcome David, John and Rory to the Commission,” said Commission Chair John B. Howard. “I am confident that their experience, talent, and wisdom will help us create policies and initiatives that move New York forward and help New York’s utility customers.”

Valesky, a former New York State Senator, was most recently the deputy commissioner at the Department of Agriculture and Markets, overseeing the agency’s participation in the Climate Leadership and Community Protection Act (CLCPA), the most aggressive climate and clean energy initiative in the nation that puts New York on track to achieve its mandated goal of a zero-emission electricity sector by 2040, including 70 percent renewable energy generation by 2030, and to reach economy-wide carbon neutrality.

Maggiore has served in various roles in the Executive Chamber since 2011, most recently as senior advisor to Governor Cuomo. Prior to that, he served as Governor Cuomo's Director of Policy, Chief of Staff to Lt. Governor Robert Duffy, and the Governor’s Director of Regional Affairs. During Mr. Maggiore’s time as Policy Director, the Cuomo administration first articulated the Clean Energy Standard, launched the electric vehicle rebate program, implemented the NY Sun program, promulgated the offshore wind master plan, announced several large scale renewable projects among other nation-leading clean energy policy initiatives. Earlier in his career, Mr. Maggiore served as Chief of Staff for a leading member of the Assembly Energy Committee for eight years.

Christian spent five years with the Environmental Defense Fund (EDF) where he provided strategy management, programming, business development and stakeholder collaboration for the Clean Energy program in New York. At EDF, he oversaw a multidisciplinary team to design, implement, and manage legislative and policy campaigns and solutions to lower the environmental impact of electricity production.

Valesky said: “I appreciate Governor Cuomo giving me the opportunity to serve on the PSC. My focus will be to meet the Governor’s clean energy and carbon goals to combat climate change and continue the excellent work of the PSC to ensure the energy industry is consumer-focused, efficient, and environmentally friendly.”

Maggiore said: “I am deeply honored Governor Cuomo nominated me to serve on the PSC. I look forward to working toward creating a cleaner, affordable and more resilient energy system through the increased use of renewable energy and energy efficiency.”

Christian said: “I thank Governor Cuomo for the opportunity to serve the people of New York as a Commissioner with the PSC. I look forward to devoting my time, my energy and talents to helping ensure New York meets its clean energy goals, through solutions that prioritize equity, reliability and resiliency.”

In addition to the appointments of Messrs. Valesky, Maggiore, and Christian, Commissioner James Alesi was confirmed for a second term through February 1, 2027, the same term as the new Commissioners.
The PSC regulates the state's electric, gas, steam, telecommunications, cable, and private water utilities. The PSC is charged with ensuring safe and reliable utility service at just and reasonable rates. In addition, the PSC exercises jurisdiction over the siting of major gas and electric transmission facilities and has responsibility for ensuring the safety of natural gas and liquid petroleum pipelines.
The PSC can consist of up to seven members, each appointed by the Governor and confirmed by the State Senate for a term of six years or to complete an unexpired term of a former Commissioner.
