DEC ANNOUNCES INFORMATIONAL WEBINARS ON MAY 15 FOR PROPOSED GREENHOUSE GAS REPORTING PROGRAMPublic Comments Accepted through July 1; Five Public Comment Hearings Scheduled in June |

The New York State Department of Environmental Conservation (DEC) today announced two virtual webinars and start of the public comment period for the Mandatory Greenhouse Gas Reporting Program proposal. The public comment period is open through July 1, 2025. The draft regulations announced last week require reporting from certain significant greenhouse gas (GHG) emissions sources to help better inform the State’s efforts to reduce pollution, deliver clean air, improve community resilience, and create an equitable transition to a clean energy economy. DEC’s website includes the full proposal, information on how to submit public comments, hearings and webinar dates, a fact sheet, frequently asked questions, and other resources. The proposed program is for data collection only and does not impose requirements for facilities to reduce GHG pollution or to obtain emission allowances. A facility will be required to report emissions to DEC starting in June 2027 to reflect the previous year’s emissions. DEC is holding two virtual informational webinars for stakeholders on the draft rule on Thursday, May 15, 2025. Please note, these sessions are solely for informational purposes and do not constitute public hearings pursuant to the State Administrative Procedure Act. During the webinars, DEC staff will explain the draft rule, entities required to report emissions, how and where to submit formal comments, and additional technical assistance and resources. DEC is encouraging stakeholders to submit any questions about the rulemaking by May 8, 2025, about the rule and its implementation to help inform the details presented in the webinars.
