The New York State Department of Environmental Conservation (DEC) released the final Recreation Management Plan (RMP) for the Western Lassiter Conservation Easement Tracts in the town of Edwards, St. Lawrence County. The RMP guides public recreation management on the 1,336-acre Beers Lot conservation easement and the 834-acre Pine Hill conservation easement, collectively known as the Western Lassiter Conservation Easement Tracts.   

“The Western Lassiter Recreational Management Plan enhances outdoor recreation by establishing clear guidelines for the public to enjoy these lands while the parcels remain in productive private management,” said Region 6 Director Randall Young. “By balancing use with conservation, DEC’s RMPs create new opportunities for enjoyable experiences alongside productive resource management for landowners.” 

In 1989, certain rights on the Beers Lot and Pine Hill tracts were purchased by the State of New York as part of a larger acquisition from Lassiter, LLC. Conservation easements on these tracts ensure the properties will remain as privately owned sustainable working forests, protect natural resources, continue private recreational leases, and allow for specific public recreation opportunities. In 2019, the landowner/lessee exclusive use period included in the terms of the easement expired, creating recreational opportunities for the public.  

The RMP plan includes motorized and non-motorized public recreational opportunities. Currently, the Western Lassiter Conservation Easement is open for the non-motorized opportunities, including camping, hunting, trapping, fishing, and nature observation. Motorized access will be implemented in the future and include: 

• Opening the Main Haul Road to public motor vehicle use; 
• Designating an ATV route for members of the public who possess a Mobility Access Permit for People with Disabilities (MAPPWD); and 
• Construction of a parking area.
