Yolanda Vega will present a ceremonial prize check to an Ossining man who won the $7 million top prize on a scratch-off ticket given to him by his wife. The lucky Westchester County winner won the top prize on the aptly named $7,000,000 Cash Blowout ticket.  The check presentation will take place at the store where the ticket was purchased.
