Virtual Public Information Sessions Set Regarding Offshore Wind Transmission Line

ALBANY — The New York State Public Service Commission (Commission) will hold two virtual public information sessions on Thursday, March 2, 2023, regarding Empire Offshore Wind LLC (Empire) plans to build 12 miles of offshore transmission lines to the Town of Hempstead, Nassau County.

On June 17, 2022, Empire filed an application to construct, operate and maintain the New York portion of the transmission facilities required to interconnect Empire’s proposed Empire Wind 2 offshore wind farm, to be located within the Bureau of Ocean Energy Management-designated area to a point of interconnection at the Barrett 138-kilovolt (kV) substation located in the Town of Hempstead, Nassau County.

 
The New York project includes several components: three three-core 230-kV high-voltage alternating current (HVAC) submarine export cables located within an approximately 7.7-nautical mile (nm) submarine export cable corridor from the boundary of New York State waters offshore to the cable landfall; a cable landfall in the City of Long Beach; three 230-kV onshore export cable circuits, each with three single-core HVAC onshore export cables within an approximately 1.5-mile-long onshore export cable corridor from the cable landfall to the onshore substation; an onshore substation in the Village of Island Park, within the Town of Hempstead, which will step up the voltage to 345-kV for the onshore interconnection cables; and, up to three 345-kV interconnection cable circuits, each with three single-core HVAC interconnection cables within an approximately 1.7-mile-long interconnection cable corridor from the onshore substation to the point of interconnection.
 
PLEASE TAKE NOTICE that information sessions will be held virtually before Administrative Law Judges (ALJs) Ashley Moreno and Lindsey Overton.  At the information sessions, Department of Public Service staff will provide an overview of the Commission’s certification process. Empire will then present a brief summary of the New York project.  Members of the public will then have an opportunity to ask questions about the process and the application pending before the Commission.  The information sessions will be held as follows:

To participate electronically: On the day of the sessions, participants should visit www.webex.com, click “Join” at the top right-hand corner of the screen, and input the appropriate event number for the session. Participants will be asked to input their names – please input your first and last name as this will assist the ALJs in addressing questions during the session. Participants will be asked to “select audio systems.” It is recommended that participants choose to have the system “call me” or “call using computer.” The “call me” option will require participants to enter their phone numbers. It is recommended that participants login a few minutes before the session begins.
 
To participate by phone: Any participant who is not able to log in to a session electronically may participate by phone. On the day of the session, use the phone access number, 518-549- 0500, and the appropriate access code listed above to join the session.
