PSC Approves Major Rochester-Area Transmission Project |
|
Utility Says Reliability Project Benefits More than 65,000 Residents Served by New Facilities ALBANY — The New York State Public Service Commission (Commission) today approved the Environmental Management and Construction Plan (EM&CP) submitted by Rochester Gas & Electric Corporation (RG&E) to commence construction of the Rochester Transmission Project Enhancement. The project, which will strengthen reliability, includes the construction of a new 115 kilovolt line, the expansion of two existing substations, and the reconstruction of three existing transmission line segments and three existing distribution lines in the City of Rochester and Town of Gates in Monroe County.
“The development of new, state-of-the-art transmission systems is key to improving the local electric distribution grid and bolstering the local economy,” said Commission Chair Rory M. Christian. “The project we are approving today for the Rochester area will do just that.”
According to RG&E, the project will provide a direct impact and benefit to more than 65,000 individuals who live and work in the area served by these facilities. The upgraded and expanded facilities will meet the growing demand for additional power in the Rochester region and supports economic growth. The upgrades will improve the reliability and resilience of the entire transmission system, ensuring that the safe and reliable distribution of power is maintained. The length of the transmission line in the existing right-of-way is 6.7 miles, with 2.5 miles located in the City of Rochester and 4.2 miles in the Town of Gates.
The EM&CP includes plans for construction and implementation of required and appropriate measures for avoidance, minimization, and mitigation of impacts, including: stormwater pollution prevention; vegetation clearing and disposal; protective measures for waterbodies, threatened and endangered species, and cultural resources; invasive species management; noise impacts; herbicide applications; fugitive dust control; inspection and monitoring; restoration; visual impacts; and the Certificate Holder’s organizational framework and protocols to ensure implementation of the EM&CP.
RG&E shall not commence construction until it has received the appropriate notice from the Department of Public Service Office of Renewable Energy Siting and Electric Transmission.
